Initial Access TA0001

T1190Exploit Public-Facing Application×1

Adversaries may attempt to exploit a weakness in an Internet-facing host or system to initially access a network. The weakness in the system can be a software bug, a temporary glitch, or a misconfiguration.

Privilege Escalation TA0004

T1068Exploitation for Privilege Escalation×1

Adversaries may exploit software vulnerabilities in an attempt to elevate privileges. Exploitation of a software vulnerability occurs when an adversary takes advantage of a programming error in a program, service, or within the operating system software or kernel itself to execute adversary-controlled code. Security constructs such as permission levels will often hinder access to information and use of certain techniques, so adversaries will likely need to perform privilege escalation to include use of software exploitation to circumvent those restrictions.

CVE-2026-20230: Cisco Unified CM WebDialer SSRF to root file write, exploited and KEV-listed; WebDialer is off by default

CVE-2026-20230 (CVSS 8.6) is a server-side request forgery in Cisco Unified Communications Manager and Unified CM Session Management Edition that lets an unauthenticated remote attacker write files and, Cisco says, elevate privileges to root, which is why it rates the advisory Critical (Cisco PSIRT). Only systems with the WebDialer service enabled are affected, and WebDialer is disabled by default; there is no workaround, but disabling WebDialer mitigates until a fix is applied (Cisco PSIRT). Fixed releases are 14SU6 and, for Release 15, 15SU5 (September 2026) or a version-specific COP patch (Cisco PSIRT).

Defused reported exploitation over the weekend before 2026-06-23 from a single IP address, using file:// payloads to create files on the device in what appears to be a check for vulnerable systems (BleepingComputer, 2026-06-23). CISA added the flaw to its Known Exploited Vulnerabilities catalog on 2026-06-25 (CISA KEV catalog, 2026-06-25), and Cisco updated its advisory on 2026-07-01 to say it became aware of active exploitation in June and that proof-of-concept code is available (Cisco PSIRT).

In June 2026, the Cisco PSIRT became aware of active exploitation of this vulnerability.

CISA added CVE-2026-20230 to its KEV catalog on 2026-06-25 (CISA KEV catalog, 2026-06-25), and Cisco's advisory revision of 2026-07-01 confirms active exploitation in June and the availability of proof-of-concept code (Cisco PSIRT). Defused's observation came over the weekend before BleepingComputer's report of 2026-06-23 (BleepingComputer, 2026-06-23).
